I though I got a deal. Everything looked good, but unfortunately the upper and lower bearing have too much play that could not be resolved with more preload. I ended up having to eat the cost here and replace it with name brand cane creek which fixed the issue. I feel pretty dumb because I tried to save money, but it ended up costing me more time and money.

Seemed to fit well but creaks.Replaced with a higher quality headset and the problem is gone.
