This is a cable extender or splitter. It does not connect directly to the PSU, but extends an existing PSU power cable.

I've used this sort of splitter, and even this brand, before. It's great for older GPUs that have either a mix of 8-pin and 6-pin power, or that (despite a low power draw) require both power ports be connected. With some of my power supplies having limited cables, I can use these to get a bit more gear connected in a mining rig or regular workstation. Great value as well, at $10 for two splitters.

I needed a 10 pin cable for my new gpu, and my psu is very difficult to get to (it would require a full dismantling of my PC), so finding these cables that I could just plug into the existing 8 pin connector, for cheaper than the cable I would of had to buy and then spend a couple of hours getting installed was a life saver, and on top of that, you get two of them, absolute bargain.

These are the sort of adapters that you can get yourself into trouble with. If you haven't learned the details of PCIe power connectors and how these cables allow double the "official" current on the single 8-pin end, then I would strongly recommend only using them for converting one 8-pin to a pair of 6-pins instead. Make sure that the cables coming from the PSU are a heavy enough gauge for what current you'll actually end up pulling. Assuming it has been made from good plastic and properly-sized contacts, the single 8-pin shouldn't have trouble handling 300W (I think it is good for 450W when used with 16AWG wire, but of course check that number first), but that number goes down with thinner wire, bundled cable, and sleeved harnesses. These use 18AWG for the splits, which is totally acceptable, but would be the thinnest you'd want for the main cable going back to the PSU. Ideally you'd have 16AWG for the long run back if you really need the full combined 300W. They split apart easily to use as dual 6-pin, and that was actually my intention when I picked these. I have some older GPUs that pre-date the wide adoption of 8-pin, so have a pair of sixes instead. I appreciate that these adapters have a full wire run back for the sense pins (the extra two 0V lines that tell the GPU that the PSU is rated for 150W on that bundle), so that the GPU will still know if you plug in a low-power 6-pin from the PSU. Some cables just jumper the sense pins off of the power grounds. That's OK for a PSU manufacturer to do because they know what wire gauge they used, but I don't think it is good practice for an aftermarket adapter. These adapters get some extra points for getting that right. The pinouts are also correct overall, with each pin being a direct one-to-one. The sleeves are applied well, and leave plenty of room at the ends for gentle bending.
