A: No. It comes with deflated. But it include accessories for inflation (includes 4 inflating needles, 4 boat ropes and 1 hand pump). easy to inflate these boat fenders bumpers.
Q: How do they deflate?
A: You can just insert the included needle into the valve and squeezing the air out, then removing the needle, would do the trick.

Only bad thing is the hand pump is quite small and would take a very long time to inflate.

So far these have worked well. The only negative is that the first one I tried to pump up the little needle light pump nozzle poke through the other side and put a hole in it. I was able to fix it, but evidently these are made out of pretty soft material. Still though they've done well on the boat.

Had them for a season now. These are a little smaller than most and that’s what I was looking for. Came with pump and needle to inflate. Do yourself a HUGE favor and use a compressor unless you need the arm workout🙄. No issues, good buy.

Pretty small, the size was as well noted in description as it is now. Needed for pontoon, too small but mounted on to dock side horizontally to act as dock bumper and works good that way. For the price it wasn't worth sending back, I'll get use one way or the other, and I did. These are only 16" long just so you know.
