Found a video with decent installation instructions. The eyes on the snap rings are too small for most snap ring pliers, very difficult to remove without correct pliers.Gears fit my mower and seem to have corrected problem.

Honda mower engines don't quit, but other parts do. If your Honda mower is difficult to turn. If the wheels slide when you try to gracefully spin it around, and lock when you try to push it when it's not running, you need these. The old springs are rusty. The ratchet cogs are rusted in place. And while you're in there, get a set of wheels too. Your bearings are full of dirt and grass. The wheels include new bearings. They're easy to find on Amazon. You'll need a pair of lock ring pliers too. Cheap ones are good enough. You'll lose 'em anyway. You'll thank me later.
