Far as I can tell, they seem to work? Hard to say for sure until I encounter a deer but I know after the scare of having a close encounter with a deer last year during winter, I wanted something that would tell the deer to piss off.

Living in a rural area, deer tend to be a problem where I live. We've had significant damage to multiple vehicles over the years due to deer jumping out of the fields, including totaling a car. So we started using deer whistles, and we haven't had an accident since. Unfortunately sometimes one whistle will fall or break off, then you have to get a new set and remove the remaining whistle or have them mismatched, or you can't find a new set quickly. That's why I really like this set. They seem to work just as good as any other deer whistles you can find on the market. Where they really stand out is the high quantity it comes with. You get 25 full sets so you can easily replace them if one breaks. Now the next time my mom comes to visit and has lost one of hers I can just change them out for her, or help friends out who need one. If you live in a rural area and don't have any near by stores that reliably carry deer whistles, I highly recommend getting this set.
