Took care of my issue but hardware is questionable...I backed off the other side to 20 psi torque and torqued successfully.

These things have had 2 out of 3 nuts seize on the studs resulting in the studs pulling free spinning freely in the mount, leaving me with a massive headache. Ended up punching out and replacing the studs with bolts on the second one before reinstalling it.
